There is no single universal fire resistance classification that applies to all commercial properties. The required classification depends on a project-specific fire safety calculation that accounts for building use, floor area, occupancy, evacuation strategy, and fire compartment size. The Bbl sets only a minimum baseline; the actual requirement for a given opening is determined by the fire safety engineer assigned to the project.

Understanding EW and EI classifications

Fire resistance classifications for doors follow the format defined in EN 13501-2. The three most relevant criteria for commercial and industrial applications are:

  • E — integrity: the door prevents flames and hot gases from passing through for the stated duration.
  • EW — the door maintains integrity (E) and limits radiant heat transfer (W) for the stated duration. W is the Dutch standard baseline criterion and is the typical default classification in many standard Dutch commercial and industrial applications.
  • EI1 and EI2 — the door maintains integrity (E) and provides thermal insulation (I) for the stated duration. EI1 is the stricter criterion, limiting temperature rise on the unexposed side to a lower threshold. EI2 is the less strict criterion, permitting a higher temperature rise on the unexposed side. Always specify EI1 or EI2 explicitly — never write “EI” alone without the suffix.

EW and EI1/EI2 are not interchangeable. Specifying EW where EI2 or EI1 is required by the fire safety calculation is a compliance failure. Always confirm the required classification with the project’s fire safety engineer before writing it into a specification.

Common duration classes in industrial applications

Duration is expressed in minutes appended to the classification: EI2-60, EW 90, EI1-120, and so on. In logistics centres and production halls, EW 60 is the Dutch standard baseline and EI2-60 is a common alternative, but neither is a universal rule. Large fire compartments, hazardous materials storage, or buildings with complex evacuation routes may require longer durations or a heavier classification. How does the Dutch Building Decree (Bbl) set fire safety requirements?

The Bbl sets fire safety requirements through a performance-based framework: it specifies outcomes — such as limiting fire spread between compartments — rather than prescribing a single product solution. For fire compartmentation, the Bbl defines maximum compartment sizes and minimum fire resistance durations for separating constructions, but these are absolute minimums. A heavier classification than the Bbl baseline may be required for several reasons: the project deviates from standard building regulations, a sector-specific regulation such as PGS15 applies, the client sets a stricter above-statutory requirement, or an insurer imposes a stricter requirement. The Bbl itself does not change the classification requirement — what changes is the situation that makes a heavier classification necessary.

The Bbl distinguishes between new construction, renovation, and change of use. New construction is held to the most stringent requirements. Renovation projects are assessed against the standard for existing buildings, which is generally lower but still binding. A change of building use — for example, converting a warehouse into a data centre — triggers a reassessment and may require the new use class requirements to be met in full.

For architects, the practical implication is that the Bbl provides the floor, not the ceiling. A specification that meets only the Bbl minimum may still be rejected during a fire safety review if the project’s fire safety plan calls for a higher performance level. Which fire safety documentation must a commercial building specification include?

A complete specification for a fire-rated door in a commercial building must include the CE declaration of performance, the classification report from an accredited test body, and the relevant technical data sheet. For projects targeting sustainability ratings such as BREEAM or LEED, an Environmental Product Declaration (EPD) is increasingly required as well. Incomplete documentation is one of the most common causes of delays during permitting and fire safety reviews.

A door that satisfies the Bbl may not satisfy PGS15, and a door that satisfies PGS15 may not satisfy an insurer’s additional requirements.
